The intensity of the UV light source is not enough. It may be that the curing time is too short. Extending the curing time can completely cure, but the high temperature of the UV light source depends on whether it affects the product. Of course, the cost will rise. Or replace with a higher power UV light source.
The UV material is too thick, or the UV material does not match the UV light source and the two are not combined. Replace with a new UV material and determine the matching of its photoinitiator and UV light source.
